Question:

I see that they make a swing-away steering column.  Would I be able to put a removable steering wheel on the swing-away steering shaft?

Answer:

Yes you can.  Per the 2018 NHRA Rulebook, section 21, page 17, 3.3 Steering, the last sentence states “NHRA-accepted swing-away steering column permitted with removable steering wheel.”
